近年來，霧霾頻發(fā)，燃煤是大氣污染的主要來源。、密集性能源，以核能發(fā)電代替對(duì)削減溫室氣體排放量非常明顯，同時(shí)也是減少我國(guó)環(huán)境污染的現(xiàn)實(shí)有效途徑。
*院士、輻射防護(hù)和環(huán)境保護(hù)專家潘自強(qiáng)告訴記者，一件事物不能簡(jiǎn)單評(píng)說孰優(yōu)孰劣，對(duì)電能來指基于燃料鏈的比較，而不是電廠本身。以核電為例，即不僅指核電廠本身，而→轉(zhuǎn)化→濃縮→元件制造→發(fā)電處理→廢物處置的全過程。
上世紀(jì)90年代中期，我國(guó)曾對(duì)煤電鏈和核電鏈產(chǎn)生的環(huán)境危害做過比較，當(dāng)時(shí)的結(jié)果是：從大氣常情況下，燃煤發(fā)電向環(huán)境排放二氧化硫、氮氧化物、顆粒物等污染物，而核發(fā)電不產(chǎn)生任何大氣污染物；從放射性流出物排放來看，煤中含有天然存在的原生放射性核素放到環(huán)境中，而核電鏈向環(huán)境排放的氣態(tài)和液態(tài)流出物遠(yuǎn)低于天然本底水平，產(chǎn)生數(shù)量理，沒有外排?？偟膩碚f，煤電鏈對(duì)公眾產(chǎn)生的輻射電鏈的50倍。
國(guó)家*原局長(zhǎng)張國(guó)寶曾表示，對(duì)于煤炭占一次能源67%的中國(guó)來說，增加核電是一個(gè)現(xiàn)實(shí)的選擇，它沒有溫室氣體排放；同時(shí)，沿海建設(shè)的核電站都用海水冷卻，大大節(jié)約了淡水資源。
根據(jù)該機(jī)構(gòu)zui高預(yù)測(cè)值機(jī)容量將達(dá)到727吉瓦(1吉瓦等于10億瓦)，比目前增長(zhǎng)一倍。
因此，國(guó)務(wù)年底印發(fā)《能源發(fā)展戰(zhàn)略行動(dòng)計(jì)劃(2014—2020年)》提出，在采用zui高安全標(biāo)準(zhǔn)、確時(shí)在東部沿海地區(qū)啟動(dòng)新的核電項(xiàng)目建設(shè)，到2020年，核電裝機(jī)容量達(dá)到5800萬千瓦，在建容量達(dá)到3000萬千瓦以上。
